Changes to UK Cosmetic Regulations-What You Need to Know
We wanted to share an important update regarding upcoming changes to UK cosmetic regulations, specifically around the ingredient TPO in nail products and what this means for you as a nail professional.
What’s changing?
In January, the Office for Product Safety and Standards (OPSS) published an update to UK Cosmetics Regulations, which includes a ban on TPO (Trimethylbenzoyl Diphenylphosphine Oxide) in cosmetic products.

As nail professionals in the UK, you can continue to use any TPO products you have already purchased after this date.
What is TPO and why is it used?
TPO is a photoinitiator, meaning it helps gel products cure under UV or LED light. It plays a key role in creating durable, long-lasting nail enhancements by triggering the curing process.
During curing, TPO breaks down rapidly and becomes part of the hardened gel structure. Even if trace amounts remain, they are locked into the coating and not available for exposure.
Is TPO safe?
It’s important to reassure you that:
- The levels of TPO used in nail products are extremely low
- Nail products are applied to the nail plate, limiting absorption even further
- Independent scientific reviews (including the Scientific Committee on Consumer Safety) have previously confirmed TPO is safe when used in cosmetics
The regulatory change is based on a precautionary approach.
What does this mean for you?
Right now, there is no immediate need to change how you work. However, over the next year, the industry will transition away from TPO-containing products.
